How to apply

Application procedures and required documents :

  1. Completed application form for opening travel agency【AV Model 301】(forms can be downloaded from Macao Government Tourism Office website or available from MGTO/MGSC/MGSC-I).
    NB: According to Article 10 of Decree Law no. 48/98/M dated 3rd November, which is amended by Administrative Regulation no. 42/2004, names of the travel agency should be in the official languages of Chinese and Portuguese. An additional name in a foreign language, such as English, can be included. The meaning of the name in official languages should be basically compatible.

    1. The application form must be signed by the applying company’s lawful representative(s) according to the signature(s) on the identity document(s), with a copy of the representative(s)’ identity document(s) (front and reverse side on the same page) attached.
    2. If the applying company authorises others to make the application on its behalf, the original letter of authorisation with notarised signature(s), or a certified copy of such, must be submitted. Copy of the identity document(s) of the authorised person(s) must be enclosed (front and reverse side on same page).
  2. Documents proving the technical director to be employed satisfies all requirements, namely:
    1. Photocopy of identity document (front and reverse side on the same page);
    2. Certified copy of academic certificates; originals must be produced for verification in case photocopies are submitted;
    3. Original or certified copy of certificates of work experience; originals must be produced for verification in case photocopies are submitted;
    4. Contribution Certificate issued by Social Security Fund; originals must be produced for verification in case photocopies are submitted.
    5. Completed curriculum vitae and declaration letter of technical director【AV Model 302】(forms can be downloaded from Macao Government Tourism Office website or available from MGTO/MGSC/MGSC-I).
  3. Original of company registration certificate issued by the Commercial and Movable Property Registry within the past 3 months;
  4. Original certificate of registration issued by the Land Registry for immovable property of travel agency concerned;
  5. Floor plan of the travel agency in a scale of 1:100, signed by professional technician registered with the Land and Urban Construction Bureau;
  6. Document(s) proving co-operation with local and foreign travel agencies.
  7. Copy of M/1 business tax form of the Finance Services Bureau (DSF) (may be submitted upon application for inspection of facilities);
  8. Original or certified copy of professional liability insurance policy (may be submitted upon application for inspection of facilities);
  9. Original bank guarantee amounted MOP 500,000.00 (may be submitted upon application for inspection of facilities).

Please note: Applicants should apply for inspection of facilities【AV Model 303】 within six months upon notice from MGTO regarding approval of application (forms can be downloaded from Macao Government Tourism Office website or available from MGTO/MGSC/MGSC-I).

Fees

To be paid upon application for inspection of facilities

  • Fee for license issuance – MOP 25,000.00 (plus 10% stamp duty);
  • Fee for inspection of facilities – MOP 500.00;
  • Fee for publishing license extract in the Official Bulletin of the Macao SAR – MOP 1,000.00 (Overpayment refundable; supplemental payment for deficiency).

Place of application

  • Macao Government Tourism Office (MGTO) headquarter – Payment can be made in the form of cash, cheque, bank draft (made payable to “Fundo de Turismo”), Macau Pass card or via the online payment platform of the Macao SAR Government “GovPay” payment platform.
  • Macao Government Services Centre (MGSC) /Macao Government Services Centre in Islands (MGSC-I) – Payment can be made in the form of cash, cheque, bank draft (made payable to “Instituto para os Assuntos Municipais”), Macau Pass card or via the “GovPay” payment platform.

Note: The payment methods accepted by the “GovPay” payment platform include: Debit/Credit Cards (VISA, MasterCard and UnionPay) and QR code payment methods. (For more details on the “GovPay” payment platform, please refer to the following link: https://www.dsf.gov.mo/tax/ePaymentList.aspx)

Important information
According to Administrative Regulation no. 22/2008

  • Payment can be made by only one of the means above in each payment;
  • Exact amount payable should be put on the cheque and bank draft;
  • The date on the cheque should be no more than 3 days prior to the date when payment is made.
  • The cheque should be certified if the payment is equal to or exceeding MOP 50,000.00.

Time for processing

Examination and approval of technical director: Within 15 working days counting from the day after MGTO receives the application and all necessary documents. (Performance pledge)

Inspection of facilities: Within 14 working days counting from the day after the interested party submits the application and provides all necessary documents to MGTO. (Performance pledge)

Reimbursement of the remaining balance for the publication at Macao Official Gazette for the issue of new licence: Within 15 working days from the following day after the full set of application and necessary documents are received. (Performance pledge)

Relevant specification or requirements

  1. Type of business:
    Establishment of company in Macao to solely operate travel agency affairs.
  2. Amount of capital:
    Minimum amount of capital of company to be MOP 1.5 million and is paid in full.
  3. Guarantee
    The company has to guarantee that it undertakes the responsibility for its business affairs in the interests of customers.
    (Bank guarantee: MOP 500,000.00 and Professional Liability Insurance – Insured amount must not be less than MOP 700,000.00)
  4. Premises
    The activity of travel agencies shall be exercised in an immovable intended for commerce, service, offices or independent profession. In addition, travel agencies must exercise their activity in autonomous premises, with independent access, and which are exclusively for such exercise. The premises shall have:

    1. A minimum gross area of 40 square meters;
    2. An area for serving clients;
    3. Equipment appropriate to the exercise of their activities.
  5. Technical director:
    The agency should have at least one technical director. Only persons who comply with the following requirements can be admitted as technical directors of agencies:

    1. Residence in Macao;
    2. Written and spoken knowledge of two languages, one of which should be Chinese or Portuguese.
    3. Professional training course offered by Macao SAR higher education institution specializing in tourism, or recognized by such institute; no less than 3 years professional experience in the tourism industry.

Attention: In addition to travel agencies’ operation and general industry knowledge, the technical director should also be familiar with the regulations that relate the activity of travel agencies.
