How to apply

Application procedures and required documents:

  • Establishments to be set up in buildings under construction
    1. Completed application form【Model C】(forms can be downloaded from Macao Government Tourism Office website or available from MGTO/MGSC/MGSC-I);
      1. If the application is made by a company, the relevant application form must be signed by the company’s lawful representative(s) according to the signature(s) on the identity document(s). A copy of the representative(s)’ identity document(s) (front and reverse side on the same page) as well as the company chop must be appended to the application.
      2. If the application is made by an individual, he/she should sign the relevant application form according to the signature on the identity document, with a copy of the identity document (front and reverse side on same page) attached.
      3. If the applicant authorises others to make the application on his/her behalf, the original letter of authorisation with notarised signature(s), or a certified copy of such, must be submitted. Copy of the identity document(s) of the authorised person(s) must be enclosed (front and reverse side on same page).
    2. If the application is made by a company, the following documents must be submitted:
      1. Original certificate of company registration issued by the Commercial and Movable Property Registry within the past three months. If the company was incorporated less than three months ago, a copy of the company incorporation or a copy of the Official Bulletin of the Macao Special Administrative Region in which article of incorporation of company is published can be used to substitute certificate of company registration issued by the Commercial and Moveable Property Registry.
      2. Original certificate of criminal record of the company’s legal representative (should specify purpose of certificate is to apply for operating sauna and massage parlours) or similar documents.
    3. If the application is made by an individual, original certificate of criminal record to be submitted (should specify purpose of certificate is to apply for operating sauna and massage parlours) or similar documents.
    4. One copy of M/1 business tax form from the Finance Services Bureau (DSF) (can be submitted when applying for inspection of facilities).
    5. One original and six copies of the following documents must be submitted:
      1. Location plan with appropriate proportions;
      2. Mezzanine levels in a scale of 1:100 in order that design facilities and passageways as well as location of facilities can be appraised;
      3. * Design plans for water supply, drainage, sewage disposal and power equipment;
      4. * Design plans for fire-fighting system;
      5. For better understanding of the design plan, a cross-section and a longitudinal section are required. One of the sections should show the elevation entrances and exits;
        Note

        • These design plans * should be submitted the latest at the facilities’ inspection stage providing that a declaration##【G Model 701】, (forms can be downloaded from Macao Government Tourism Office website or available from MGTO/MGSC/MGSC-I), DSSCU issued receipt, C2 form and its index have been submitted to MGTO on this purpose.
          ##If applicant chooses a general application procedure instead, one original with six copies for documents listed under point 5 and a declaration【G Model 702】 should be submitted to MGTO on this purpose. Forms can be downloaded from Macao Government Tourism Office website or available from MGTO/MGSC/ MGSC-I).
        • Design plans of all establishments must be drawn up by architects, civil engineers or technicians, in the field of electronic engineering or mechanical engineering, fire-fighting engineering companies, building contractors or construction companies, all registered with the Land and Urban Construction Bureau (DSSCU). All plans require signatures of applicants and relevant technicians.
        • If the establishment is located on a classified immovable property (i.e. “monuments”, “buildings of architectural interest”, “building complex” or “sites”), a “to-be-classified immovable property” or in a buffer zone and a temporary buffer zone as defined by Law No. 11/2013 on “Cultural Heritage Protection Act”, an additional copy shall be submitted to the Macao Government Tourism Office for the purpose of seeking opinion from the Cultural Affairs Bureau.
    6. If the establishment provides drinks and/or food for customers, original menu must be submitted.
    7. Original identity document of person submitting application form must be produced.
  • Establishments to be set up in constructed buildings with operating license
    1. Completed application form【Model C】(forms can be downloaded from Macao Government Tourism Office website or available from MGTO/MGSC/MGSC-I);
      1. If the application is made by a company, the relevant application form must be signed by the company’s lawful representative(s) according to the signature(s) on the identity document(s). A copy of the representative(s)’ identity document(s) (front and reverse side on the same page) as well as the company chop must be appended to the application.
      2. If the application is made by an individual, he/she should sign the relevant application form according to the signature on the identity document, with a copy of the identity document (front and reverse side on same page) attached.
      3. Fees

To be paid upon approval of application and inspection of facilities passed.

  1. Sauna and massage parlour
    1. One year: MOP12,000 (plus 10% stamp duty)
    2. Half-year: MOP7,500 (plus 10% stamp duty)
  2. Sauna for steam bath only
    1. One year: MOP5,000 (plus 10% stamp duty)
    2. Half-year: MOP3,000 (plus 10% stamp duty)
  3. Massage parlours for massage service only
    1. One year: MOP9,000 (plus 10% stamp duty)
    2. Half-year: MOP5,000 (plus 10% stamp duty)

Place of application

  • Macao Government Tourism Office (MGTO) headquarter – Payment can be made in the form of cash, cheque, bank draft (made payable to “Direcção dos Serviços de Turismo”), Macau Pass card or via the online payment platform of the Macao SAR Government “GovPay” payment platform.
  • Macao Government Services Centre (MGSC) /Macao Government Services Centre in Islands (MGSC-I) – Payment can be made in the form of cash, cheque, bank draft (made payable to “Instituto para os Assuntos Municipais”), Macau Pass card or via the “GovPay” payment platform.

Important information
According to Administrative Regulation no. 22/2008

  • Payment can be made by only one of the means above in each payment;
  • Exact amount payable should be put on the cheque and bank draft;
  • The date on the cheque should be no more than 3 days prior to the date when payment is made.
  • The cheque should be certified if the payment is equal to or exceeding MOP50,000 .

Remarks/ application requirements

Validity of license: One year.

Please note:

  1. Applicants should apply for inspection of facilities within six months upon notice from MGTO regarding approval of application.
  2. Application for inspection of premises【LA Model 201】 can be downloaded here.
  3. To be submitted upon application for inspection of facilities:
    1. Construction license.
    2. N1- Notification of construction completion and a copy receipt; or a copy of project legalizing approval letter and a copy of tax payment receipt.

Relevant specification or requirements

Requirements

  1. Location:
    1. hotel, apartment hotel, tourism complex, pousada, building for commercial use only, and area, with separate entrance, of the commercial podium* in a semi-commercial building.
    2. *”Commercial part” is the part or parts of the podium building units used for commercial purposes. When the main building is constructed of the upper and the lower parts, the “podium” means the lower part which is with a larger area and with a single building or tower buildings built above the ground level.
    3. Explanation of terminology above is provided by the Land and Urban Construction Bureau (DSSCU). During the licenses’ application, DSSCU will provide technical opinions whether or not the location complies with the laws.
  2. People under 18 years of age are prohibited from entering establishments. Massagists cannot be exhibited.
